Formed in 1972, the society's aims are to promote the professional standing and knowledge of its members.

Membership is open to all full time, part time and deputy Clerks of town, parish or community councils and parish meetings in England and Wales.

The Society operates through its National Executive Council, the membership of which is drawn from elected representatives from each Branch plus Chief Executive Members are affiliated to their local county branch.
